IGP Asks Promoted Officers to Roll Out Sub County Policing Model

The IGP implored the promoted senior officers to ensure their subordinates and superiors are focused on achieving the mission of protecting Ugandans at Police Headquarters Naguru.

At Police Headquarters Naguru, the IGP urged the promoted senior officers to make sure their superiors and subordinates are committed to fulfilling the job of defending Ugandans.

Speaking at the pipping ceremony of newly-promoted police directors in Kampala, IGP Byakagaba tasked the directors to ensure that President Museveni’s directive of having a police station with 18 police officers and four motorcycle squads in every sub-county to respond to emergencies is put into action. The President issued the directive in June.

“This country is determined to move forward and we are among the main pillars to ensure this happens. The sub-county policing model is one of our flagship projects and we must embrace it wholeheartedly and ensure that it is fully operationalized,” Mr. Museveni said then.

Uganda has about 2,184 sub-counties, towns and municipal divisions.

The IGP implored the promoted senior officers to ensure their subordinates and superiors are focused on protecting Ugandans and their property.

“Promotion comes with heavy responsibilities. It even comes with restrictions, including change of behavior, and more effort,” he added.

Deputy IGP James Ochaya said: “Ugandans expect to see a professional police force, a corruption free force but Ugandans also want police they can have trust and confidence in but to also better policing services”.

The promoted senior police officers include Charles Kataratambi, David Wasswa, Felix Baryamusakyo, Moses Kafero, Hadijja Namutebi, Frank Mwesigwa, Ubaldo Banunoba, Godfery Musani, Joseph Obwana, Stephen Tanui, James Apora and Laurance Nuwabiine.

AIGP HADIJJA NAMUTEBI

She is the director of Welfare Production and Sports, a position she has held since May. She joined police in 2002 as a probation Police Constable and has risen through the ranks. She holds a Bachelor of Arts in Education degree from Makerere University, Master of Arts in Education Management and Planning from Nkumba University and a PhD in Security Governance and Development. She has gained a vast experience in policing.

AIGP BAMUNOBA UBALDO

He is the chief Political Commissar of the Force and has held that position since May. He joined the police in 2004 as a cadet Assistant Supretendant of Police. He holds two masters’ degrees in business administration and security. He has undertaken various trainings in command and leadership within and outside the country. He started his police career as operations officer in Mbale and has served in different units and capacities in police.

AIGP MOSES KAFERO

He is the director of Human Resource training, a position he has held since May. He joined the police in 2004 as a Cadet Assistant Superintendent of Police and has risen through the ranks. He holds a bachelor’s degree of Science in Education (Mathematics) from Makerere University, a Master of Arts in Education Management from Makerere University, among others. He has vast experience in police training and operations.

AIGP FRANK MWESIGWA

He joined police in 2007 as a Cadet Superintendent of Police and has risen through the ranks to Assistant Inspector General of Police. He holds a Bachelors of Arts in Social Sciences degree from Makerere University, a Master of Peace Studies and Conflict Transformation degree from the University of Rwanda. He has undertaken various trainings in the field of counter terrorism in Rwanda, Botswana and Ethiopia, among others, and has gained vast experience in policing. He has served in various capacities in police such as Commandant Kabalye Police Training School, and Commandant Kampala Metropolitan police, among others

AIGP CHARLES KATARATAMBI

He is the director of Human Rights and Legal Services, a position he has held since May. He joined police in 2001 as a Cadet Assistant Superintendent of Police. He holds a Bachelors of Laws, and a post graduate Diploma in Legal practice from Makerere University and Law Development Centre. He has attended very many courses, including investigation, intelligence and peacekeeping mission course.

AIGP FELIX BARYAMUSAKYI

He is the director of ICT, a position he has held since May. He joined the police in 2004 as a cadet Assistant Superintendent of Police and has risen through the ranks. He holds a Bachelor’s degree in Electrical Engineering from Makerere University, Master’s Degree in Data Communication and Software maintenance from Makerere University and Post Graduate Diploma in Management from Uganda Management Institute.

AIGP DAVID WASWA

He joined the police in July 2002 as learner Assistant Inspector of Police in communication department. He rose through the ranks resulting in his appointment as director of Counter Terrorism in May. He has specialised in significant operations of counter terrorism and ICT. He served in various capacities in intelligence and counter terrorism operations. He served as a deputy of counter terrorism for nine years and later appointed as director of Counter Terrorism.
