IGP Launches Sub-County Policing Model to Enhance Security
The Inspector General of Police (IGP) has introduced the Sub-County Policing Model (SCPM) to strengthen security by deploying at least 18 police officers to each sub-county.
The Inspector General of Police (IGP) has launched the Sub-County Policing Model (SCPM), an initiative aimed at strengthening security by deploying a minimum of 18 police officers to each sub-county.
During the launch at Police Headquarters in Naguru, the IGP emphasized that officers will be equipped with motorcycles, radios, and other resources to enhance their operational effectiveness.
The rollout has already begun with the redeployment of thousands of personnel across the country. Authorities project that by February 15, 2025, all 2,190 sub-counties, municipal, and town councils will have the model fully operational.
The SCPM was adopted from the strategic guidance of President Yoweri Museveni, who, in his address to the 25th Annual Police Council meeting on November 19, 2019, called for a decentralized police presence across the country.
In Executive Order No. 03 of 2023, the President further directed that “the country Police must stop being a Kampala Police and become a Uganda Police as it was planned to be.” He emphasized that every sub-county, municipal, and town council should be transformed into a fully equipped police station to meet the security needs of all Ugandans.
Police have called on stakeholders to support the initiative to ensure its success.
