Gen Muhoozi Kainerugaba Leads Inspection of Kampala’s Road Rehabilitation by SFC: A Close Look At the Progress and Plans

Gen Muhoozi Kainerugaba, Senior Presidential Advisor for Special Operations, oversees the ongoing repair of Kampala’s roads by the Special Forces Command (SFC). Accompanied by KCCA Executive Director Dorothy Kisaka, they target key areas in the city, including Kololo and downtown Kampala, addressing extensive potholes.

The Senior Presidential Advisor in charge of Special Operations, Gen Muhoozi Kainerugaba, yesterday 28th November 2023, inspected works on Kampala’s dilapidated roads.

Gen Muhoozi was accompanied by engineers from Special Forces Command and Kampala Capital City Authority (KCCA) Executive Director, Dorothy Kisaka.

SFC’s Construction Regiment last month embarked on a plan to fill 19,324 square metres (approximately 3 kms) of the potholes in the central division by mid-December 2023 at a cost of only Shs 2bn. 

 SFC engineers started with Kololo, a diplomatic residential neighbourhood choking on potholes. 

The roads targeted in this fresh effort include Prince Charles Drive, Elizabeth Avenue, Wampewo, John Babiha, Lower and Upper Kololo, Impala, Nile Avenue, Colville and Kimathi Avenue among others.

Gen Muhoozi asked engineers to explain to him the progress registered so far in the construction works. 

The scope of works entails the total reconstruction of some areas’ sub-base, base and wearing course (upper layer in roadway).

As he walked through downtown Kampala, crowds gathered on the streets and balconies to wave at him.

 From Kololo, SFC Engineers proceeded to Kiyembe, downtown Kampala before crossing to the city centre and will later head to Old Kampala. 

The SFC will also fix dilapidated roads near the Law Development Centre, Makerere. 

“At the moment, we are handling the Central Division and work shall be completed by mid-December,” said SFC’s Lt Col Robert Chabo in late October, adding, “The other Divisions such as Makindye, Lubaga, Nakawa and Kawempe will be handled later.

This is the second time that Muhoozi is inspecting Kampala’s collapsing transport infrastructure.

In May, Muhoozi visited the Industrial area roads where he told KCCA officials that the “state of the roads need urgent intervention.”

Shortly after Muhoozi’s inspection of the dilapidated roads, President Museveni directed Prime Minister Robinah Nabbanja “to cause the relevant agencies of government to allow KCCA to directly work with the SFC Construction Regiment to repair the famous potholes in Kampala City.”

Ugandans recently took to social media to protest the many potholes in Kampala, compelling authorities to take action.

“We have potholes of every design, and size, deep, shallow, wide, narrow, filled with water and dry ones, they are all in Kampala,” said the Deputy Speaker of Parliament, Thomas Tayebwa during a heated plenary session earlier this year.
