Hadijah Namyalo, the head of the Office of the National Chairman (ONC), has identified greedy leaders as a key problem, asserting that they mismanage government programs for personal gain. She calls for youth involvement and accountability.

Opposition to the National Resistance Movement (NRM) stems from the actions of self-serving leaders who unscrupulously monopolize government initiatives, as asserted by Hadijah Namyalo, the Director of the Office of the National Chairman (ONC).

Namyalo has stated that these avaricious leaders sow public disillusionment when mismanaged government programs fail to reach their intended beneficiaries.

Furthermore, she emphasized that had it not been for these self-serving leaders who exploit NRM programs for personal gain, there would be no opposition to the ruling NRM regime. Namyalo made these remarks during an event held on Tuesday, October 10, where she distributed a variety of tools and agricultural equipment to youth groups in Luweero District.

Among the distributed items, Namyalo noted that they were provided by President Museveni and included spray pumps, seeds, agricultural chemicals, sewing machines, a welding machine, hand hoes, and popcorn machines.

Namyalo highlighted one of the mismanaged programs, the Parish Development Model (PDM), whose implementers, she claimed, prioritize their own interests and those of their friends and relatives over the program’s objectives.

She expressed concern over the ineffective utilization of the substantial funds allocated to the Parish Development Model, calling on President Museveni to combat bureaucracy within the public service.

Namyalo’s comments come amid a growing public outcry regarding the poor execution of the Parish Development Model in the region.

The Office of the National Chairman (ONC), situated in Kyambogo, was established to assist President Museveni in implementing his policies and programs.

An ongoing investigation by the Luweero RDC’s office has revealed that these issues are perpetuated by groups of SACCOS officials, parish and sub-county chiefs, often in collusion with district commercial officers.

In one extreme case of suspected fraud under investigation by the Luweero DISO’s office, funds intended for four beneficiaries in Kiteme Parish, Bamunanika County, were misappropriated and transferred to accounts in Kasese District.

Moreover, there have been instances of district councillors manipulating the system for personal gain.

The investigations have also exposed widespread instances where only SACCOS officials, LCs, and their relatives benefit from the program. Some parish SACCOS officials, working with parish chiefs, are discovered to add the names of their out-of-area relatives to pay lists.

The investigations further revealed that parish and sub-county chiefs, in collaboration with the district commercial office, coerced beneficiaries into paying fees ranging from sh30,000 to sh100,000 to expedite their loan applications.

Namyalo pointed out that numerous well-intentioned government programs fail to make a meaningful impact because of the misappropriation of funds by these self-serving implementers.

She also decried the pervasive issue of land grabbing in the central region, attributing it to hidden agendas aimed at discrediting President Museveni and the NRM government. Namyalo urged communities to resist land grabbers and protect their land.

Additionally, Namyalo advised the youth to steer clear of opportunistic politicians and actively participate in government programs to improve their financial standing.

Richard Bwabye, the Luwero RDC, had earlier voiced concern over the widespread problem of land grabbing in the region, noting its adverse effects on production.
