President Museveni Calls for Rationalization in Public Service to Boost Efficiency

President Yoweri Museveni has called for the strengthening of Public Service Standing Orders to improve efficiency and effectiveness in government operations. During a meeting at State House Entebbe, he advocated for rationalization as a strategy to optimize resource allocation and reduce redundancy within government structures.

President Yoweri Museveni has advocated for the strengthening of the Public Service Standing Orders.

Here, the emphasis is on enhancing the efficiency and effectiveness of public service delivery.

Addressing a key meeting at State House Entebbe on Tuesday, Museveni underscored the necessity of rationalisation as a fundamental strategy for optimal resource allocation within government structures.

“Rationalisation must go on as the correct system by having a structure that is not extravagant,” he said.

In the same spirit, he reinforced the government’s commitment to streamlining operations and reducing wastage.

The meeting was with members of the parliamentary sectoral committees on finance, planning & economic development, national economy, and agriculture.

Critically, the President’s remarks came as a response to ongoing discussions about improving public sector performance.

He also proposed the adoption of the RAPEX concept, coupled with a proposed transitional implementation period of three years for the Uganda Coffee Development Authority (UCDA).

Museveni also underlined that focusing on a singular entity with a clear mandate would eliminate redundancy and inefficiencies caused by multiple stakeholders in the system.

Further addressing the need to align public service with national objectives, he called for the establishment of an economic framework built on scientific knowledge.

As part of enhancing agricultural service delivery, he recommended revising government standing orders to ensure the inclusion of agricultural scientist personnel at the sub-county level.

Here, the aim would be to provide better guidance on agricultural practices and optimize food production methods in Uganda.

His latest comments indicate that Museveni is dedicated to rationalization and the scientific approach, signaling a transformative effort toward a more efficient and responsive public service.

The key parliamentary committee leaders included:

• Amos Kankunda (MP Rwampara), chairperson of finance, planning & economic development committee

• John Bosco Ikojo (MP Bukedea), chairperson of the national economy committee

• Linda Auma (Woman MP Lira), chairperson of agriculture committee

• Judith Alyek (Woman MP Kole), chairperson of equal opportunities committee

Prime Minister Robinah Nabbanja and Attorney General Kiryowa Kiwanuka were also in attendance.

Also in Tuesday’s meeting were various government ministry coordinators who expressed their support to the President’s proposal.
