Uganda People’s Defense Forces (UPDF) get new Chief Comptroller Finance

The Outgoing Chief Comptroller Finance (CCF) of the Uganda Peoples’ Defence Forces (UPDF), Brigadier General Austin Kasa Kamanyire was reminded that the UPDF would always consider him a part of their family and encouraged to offer advice whenever needed as he embarked on his transition to civilian life after retirementat the Ministry of Defence and Veteran Affairs (MODVA) headquarters in Mbuya.

At the Ministry of Defence and Veteran Affairs (MODVA) headquarters in Mbuya, Kampala on Tuesday, August 28, 2023, Brigadier General Austin Kasa Kamanyire, the outgoing Chief Comptroller Finance (CCF) of the Uganda Peoples’ Defence Forces (UPDF), was reminded that the UPDF would always consider him a member of their family and encouraged to offer advice whenever needed.

During the Handover ceremony at the Ministry of Defence and Veteran Affairs (MODVA) headquarters in Mbuya, Kampala, the UPDF Joint Chief of Staff (JCOS), Major General Leopold Kyanda, presided over the event.

In his address, he warmly welcomed Brig Gen Austin Kasa Kamanyire to continue contributing his insights even in his civilian capacity, highlighting that the UPDF was a welcoming home even during challenging times.

Major General Kyanda commended Brig Gen Austin Kasa Kamanyire for his exemplary service, marked by professionalism and dedication, and stressed the importance of maintaining such high standards even beyond military service.

The incoming Chief Comptroller Finance, Colonel Robert Mugabe, was congratulated by Maj Gen Kyanda on his new role. Maj Gen Kyanda wished him success and reminded him of the unique nature of his new office, which would require close collaboration with civilian staff.

Brig Gen Austin Kasa Kamanyire expressed his heartfelt appreciation to the UPDF leadership for their guidance throughout his career journey. He took the opportunity to address the need for adequate financial resources at the brigade and battalion levels, emphasizing that filling these gaps would enhance overall service delivery.

Colonel Robert Mugabe, in his acceptance speech, expressed his enthusiasm for the chance to serve in a new capacity within the UPDF leadership. He pledged to enhance service delivery and emphasized the importance of teamwork in fulfilling financial responsibilities.

Furthermore, Col Mugabe encouraged members of the finance and administration sector to diversify their skill sets by pursuing military courses in various fields beyond finance. He highlighted that such versatility would lead to increased efficiency and effectiveness within the ranks.

The role of the CCF involves providing crucial financial support for command and administration functions, ensuring optimal utilization of resources in alignment with UPDF’s mandate.

The handover event was attended by various esteemed individuals, including the MODVA Commissioner of Human Resource Management, Mr. Cox Anguzu, Chief Personnel and Administration, Brigadier General James Kinalwa, Chief Legal Services, Brigadier General Prof. Gordon Busingye, alongside other distinguished UPDF Senior and Junior officers.
