The Uganda People’s Defence Forces inaugurated the Office of the Coordinator National Vital Assets and Strategic Installations, led by Maj. Gen. Moses Rwakitarate. The initiative aims to enhance protection of critical assets and installations in response to increasing security needs.

The Uganda People’s Defence Forces (UPDF) inaugurated the Office of the Coordinator National Vital Assets and Strategic Installations. Maj. Gen. Moses Rwakitarate, who will lead the unit, assumed office on Wednesday, February 8 at an event presided over by Maj. Gen. Leopold Kyanda, the Joint Chief of Staff, at the Ministry of Defence and Veteran Affairs Headquarters in Mbuya.

The establishment of this new office is a direct response to the increasing need for enhanced protection of the nation’s critical assets and strategic installations. Maj. Gen. Leopold Kyanda underscored the importance of this development in his remarks, noting that the timing is crucial, aligning with the government’s focus on securing its vital assets amid potential threats.

This initiative aligns with the UPDF Establishment 2021, which was launched by the President of Uganda and Commander-in-Chief, signifying a commitment to bolster the country’s defense mechanisms. Gen. Kyanda stressed the pivotal role of the UPDF as the backbone of this effort, noting that the new office’s connection with both the government and the private sector is vital for national security.

“The coordination between the government and the private sector, and the identification and management of grey areas, are central to our strategy. We aim to avoid duplication and ensure a comprehensive inventory and protection plan for our national assets and strategic installations,” Gen. Kyanda said.

He entrusted Gen. Rwakitarate with the leadership of this vital office, emphasizing the importance of vigilance, teamwork, and regular meetings to maximize the office’s efficiency and impact. Kyanda also highlighted the need to be proactive in understanding and managing emerging challenges, such as the oil sector, and to be alert to potential disruptions, including strikes.

The scope of the Coordinator National Vital Assets and Strategic Installations’ responsibilities is extensive, encompassing the Uganda Revenue Authority, National Identification Registration Authority, Uganda Wildlife Authority, and significant infrastructure projects like bridges, dams, oil and gas installations, and electricity networks. The list extends to the National Water and Sewerage Corporation, national game parks, hotels, airports, water bodies, health facilities, and security installations.

The event was attended by notable figures, including Brigadier Generals Godwin Karugaba, James Kinalwa, and Abdul Rugumayo, alongside senior officers from various government bodies, demonstrating a unified approach towards securing Uganda’s vital interests.
