World Bank-Funded Project to Offer Free Electricity Connections to One Million Poor Households in Uganda

The Ugandan government plans to provide free electricity connections to one million impoverished households as part of the Energy Access Scale-up Project (EASP). This was announced by Minearal and Energy Minister Hon. Ruth Nankabirwa during the Uganda Electricity Generation Company Limited (UEGCL) annual general meeting, the initiative is set to begin early next year with $638 million in funding from the World Bank.

During the Uganda Electricity Generation Company Limited (UEGCL) annual general meeting, yesterday 20th December 2023, Hon. Ruth Nankabirwa, the Minister of Minearal and Energy, announced that the government of Uganda intends to provide free electricity connections to one million impoverished households as part of the Energy Access Scale-up Project (EASP).

The project, known as the Energy Access Scale-up Project (EASP), is set to commence early next year, with funding support from the World Bank, totaling $638 million (over Shs2.36 trillion). Minister Nankabirwa detailed that the initiative targets households struggling to afford the costs associated with electricity connections, providing them with a red box containing switches and sockets to facilitate power access.

The red box installation, equipped with two switches and two sockets, aims to enable beneficiaries to power their homes and charge electronic devices. The minister emphasized the government’s commitment to reducing darkness across all regions and enhancing electricity access.

The EASP, launched in early 2022, focuses on expanding energy access for households, enterprises, and institutions through both grid and off-grid connections. Minister Nankabirwa expressed the ministry’s goal of increasing electricity access from the current 58 percent to 80 percent by 2025 and reaching 100 percent by 2030.

While addressing the financial progress of UEGCL, CEO Harrison Mutikanga reported substantial growth in revenue, profits, and asset value. The company’s prudent financial management and strategic investments contributed to a positive financial performance. The UEGCL aims to increase generation capacity with the anticipated completion of the 600MW Karuma Dam in August next year. However, challenges related to funding for government projects were acknowledged by UEGCL Board Chair Proscovia Margaret Njuki.

State Minister for Finance Evelyn Anite, representing the government’s stake in UEGCL, pledged additional funding and addressed concerns regarding salary discrepancies. The Ugandan government’s commitment to providing free power connections aligns with broader initiatives to enhance energy accessibility and infrastructure nationwide.
